Your request may include products across multiple categories, but certification is at the SKU level, not by category or product line. Some SKUs may be compliant while others are not—check empower for status.

Example
If a BOM includes Ty-Rap cable ties and Superstrut, each will be reviewed by its BABA category.

BABA Documentation is not required

BABA does not apply to this type of procurement — only to articles, materials, and supplies that are consumed in, incorporated into, or affixed to an infrastructure project and funded through federally financed assistance agreements or grants.

Iron and/or Steel

If >50% cost of iron and steel content of total cost of components. All steel and / or iron manufacturing processes, from the initial melting stage through the application of coatings, occurs in the U.S.

Construction Materials

Articles, materials, or supplies that consist of only one of the following items: non-ferrous metals, plastic and polymer-based products, glass, fiber optic cable, optical fiber, lumber, engineered wood, and drywall. Articles may have coatings. Minor additions of other materials do not change the categorization. All manufacturing processes occur in the U.S.

Manufactured Products

Manufactured in the U.S., and the cost of the components that are mined, produced, or manufactured in the U.S. is greater than 55% of the total cost of all components, unless another standard has been established under applicable law or regulation.
